BRICS Nations adopts Goa-declaration; Condemns terrorism in all its forms
PANAJI: The BRICS nations adopted the Goa Declaration at the conclusion of the BRICS Summit saying that that it is the responsibility of all states to prevent terrorist actions from their territories.
In the 109 point Declaration, the leaders called upon all nations to adopt a comprehensive approach in combating terrorism.They condemned the recent attacks against some BRICS countries, including the Uri terror attack in India.The leaders condemned terrorism in all its forms and stressed that there can be no justification for such acts.
They acknowledged that international terrorism, especially the Islamic State, constitute an unprecedented threat to international peace and security.All five nations reaffirmed the commitment to increase effectiveness of the UN counter terrorism framework.
According to reports the Goa Declaration called for the need for reforms of the UN, including its Security Council, to increase representation of developing countries.
The BRICS Grouping welcomed the adoption of the landmark 2030 Agenda for Sustainable Development and its Sustainable Development Goals. Saying that the global economic recovery is progressing, they noted that the growth is weaker than expected with downside risks to the global economy continuing to persist.
They reiterated determination to use all policy tools to achieve the goal of sustainable, and inclusive growth. The ninth BRICS Summit will be hosted by China next year.
Prime Minister Narendra Modi launched a scathing attack on Pakistan at the summit with leaders of BRICS nations and later with BIMSTEC, a group of south Asian nations in Goa. Without naming Pakistan, he said terror was it favorite child, escalating India’s diplomatic drive to isolate the neighboring country.

In his address to BIMSTEC, PM Modi said, “This country in India’s neighbourhood embraces and radiates terrorism. Terrorism has become its favourite child, and the child has come to define the character and nature of parent”.
Emphasising on the message to isolate Pakistan, he said, “Those who nurture the philosophy of terror must be sent a clear message to mend their ways or be isolated in the civilised world.”
The BRICS nations — a grouping of Brazil, Russia, India, China and South Africa — have agreed that combating terror, including cross-border terror, will be their “key priority”, he said earlier at the plenary session of BRICS.
Earlier, PM Modi had called Pakistan the “mother-ship” of terrorism. “This country shelters not just terrorists. It nurtures a mindset… that loudly proclaims that terrorism is justified for political gains,” the foreign ministry quoted him as saying at a closed-door meet of the BRICS leaders
Yesterday, during their bilateral talks PM Modi and Chinese President Xi Jinping had agreed that terror was a scourge for the region. China, which has a strong alliance with Pakistan, however, steered clear of any commitment on action against it or terrorist Masood Azhar, the leader of the Jaish-e-Mohammed.
China’s ambivalence contrasted with the clear stand taken by Russian President Vladimir Putin, who, during the bilateral meet with PM Modi on Saturday, condemned the Uri attack in which 19 soldiers were killed by Pakistani terrorists.
