‘Unlock 5.0’: Cinema Halls, Pools to Reopen,States To Decide On Schools
NEW DELHI : The Ministry of Home Affairs (MHA) on Wednesday further relaxed lockdown restrictions and has now allowed the functioning of cinema halls, theaters, and multiplexes with upto 50% of their seating capacity from October 15.
The government also gave a go ahead to cinema halls, multiplexes, and exhibition halls, but their reopening will be tempered with certain restrictions.for which separate guidelines will be issued, said the government, which had so far kept these places shut over concerns about crowds.
Business to business (B2B) exhibitions, swimming polls for the training of sportspersons, entertainment parks, and similar places will also be permitted to open for which the government has issued standard operating procedure (SOP).
Social/academic/sports/entertainment/cultural/religious/political functions and other congregations have already been permitted with a ceiling of 100 persons, outside Containment Zones only.
Now State/UT Governments have been given the flexibility to permit such gatherings beyond the limit of 100 persons, outside Containment Zones, after October 15, which will be subject to the following conditions:
What still remain barred is international air travel and entertainment parks and similar places. Lockdown will be strictly enforced in containment zones till October 31, the government said.
The fresh phase of unlock comes as the country crossed the 62-lakh mark in the total number of coronavirus cases. The number of fresh cases over the last 24 hours was 80,472 and 1,179 deaths were reported, shows data from the health ministry.

What do the new guidelines say about reopening of schools?With regard to re-opening of schools and coaching institutions, the guidelines say that state and UT governments have been given the flexibility to take a decision after 15 October 2020, in a graded manner.
The decision shall be taken in consultation with the respective school, institution management, and will be based on their assessment.
Where schools are conducting online classes, and some students prefer to attend online classes rather than physically attend school, they may be permitted to do so
Students may attend schools/institutions only with the written consent of parents. Attendance cannot be enforced, and must depend entirely on parental consent
Higher Education Institutions only for research scholars (PhD) and post-graduate students in science and technology stream requiring laboratory/experimental work will be permitted to open from 15 October.
How many people can be invited for weddings/social gatherings? Earlier, Unlock guidelines had allowed gatherings with a ceiling of 100 people outside containment zones only.

This is subject to the condition that in closed spaces, a maximum of 50 percent of the hall capacity will be allowed, with a ceiling of 200 persons.
